In 1970s Detroit, a pair of former 1960s radicals, skilled in explosives, decide to use their talents for extortion. They target a wealthy, corrupt businessman with a complicated past. Meanwhile, a bomb squad officer with a history with the duo is assigned to the case. The plot weaves together the criminals' elaborate plans, the officer's investigation, and the businessman's desperate attempts to save himself, leading to a series of double-crosses and explosive situations fueled by leftover counterculture ideals and pure greed.
